Job Summary
Hiring Range: $ 80,600.00 - $106,225.60/Year D.O.Q.
This position, under the direct supervision of the Director of Information Technology, receives, analyzes and assess PCCA data and is responsible for securing the Port’s computer and network infrastructure. The qualified individual, will support the IT department by implementing cybersecurity technologies, developing policies and procedures and developing a cybersecurity incident response program.
ESSENTIAL FUNCTIONS
- Plans, coordinates, and implements network security measures to protect data, software, and hardware
- Develops and maintains policies and procedures based on industry cybersecurity best practices
- Operates master consoles to monitor the performance of computer systems and networks, and coordinates computer network access and use related to cybersecurity
- Ensures compliance to policies and procedures
- Designs, configures, and tests computer hardware, networking software and operating system software to control, monitor, and evaluate security standards
- Trains PCCA staff in cybersecurity importance and best practice recommendations as tool to maintain security patches on all server devices and workstations
- Conducts internal and external network tests to look for weaknesses, unsecure network files shares, and data leakage
- Audit of servers and end-user systems to identify non-compliance and risks and work with the IT team to remediate findings
- Researches new technologies by attending seminars, reading trade articles, or taking classes, and implement or recommend the implementation of new technologies designed to update the methods of collecting and processing data, retaining information of tactical and strategic importance
- Assists in IT incident Response and Disaster Recovery Operations
- Plan, implement, upgrade, and monitor security measures for data and computer network protection
- Be able to respond to security emergencies
- Operation and support of Information Technology systems including VMware, SAN, File/Serves, SQL database applications, PCs applications and Network environment, LAN (Local-Area-Network), WAN (Wide-Area-Network) and; Wireless technology.
- Ability to define issues, perform research, evaluate alternatives and develop sound, independent conclusions and recommendations
- CPR certified or the ability to become CPR certified within the first year of employment
- Tier 2 status designation
CANDIDATE PROFILE
The preferred candidate for this position should be analytical, detail-oriented, innovative, and problem solver, expected to possess exceptional work ethic and integrity, and ability to communicate effectively with the public, PCCA stakeholders, and staff.
They must possess the following:
EDUCATION & CREDENTIALS
- High school diploma or GED; two years of college or equivalent on the job training required
- Bachelor's degree in Information Technology, Information Systems, Computer Science or related field experience preferred
- Cybersecurity and networking certifications such as CCNA, CCNP and CISSP preferred; Ability to acquire and maintain certifications
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
- Valid driver’s license
EXPERIENCE & JOB KNOWLEDGE
- Strong technical background in IT Security and Networks
- Experience in developing and maintaining enterprise secure baseline configurations
- Experience with perimeter security administration (DNS proxy, web proxy, SMTP gateway, firewall)
- Experience with security information and event management (SIEM) tools, and endpoint protection tools
- Knowledge of computer hardware and software, including applications and programming
- Experience working with threat intelligence feeds and IOCs
- Working knowledge of firewall, router, network switch, and VOIP architecture and operation
- Network experience with multi-location organizations
- Experience in a team-oriented, collaborative environment
- Knowledge of Microsoft Active Directory, desktop and server operating systems and cloud services
- Experience with security orchestration, automation and response (SOAR)
- Knowledge of security incident and investigation reports/briefings
- Experience with Wide-Area-Network, Local-Area-Network, Wireless-Local-Area-Network and wireless technology
- Understanding of cybersecurity systems technologies to include firewalls, access control, encryption, networks, anti-malware, servers, vulnerability management and other security solutions
- Excellent interpersonal communication skills and five years of experience in duties outlined above; or acceptable equivalent experience.

- Ability to prepare clear, concise reports, notes, correspondence and other written materials and to review, revise and edit materials
- Proficiency in MS Office, including Word and Excel, Outlook and other related applications in the Office 365 suite
- Ability to operate standard office equipment and drive a lightweight highway vehicle to meetings and work-related events. A valid driver’s license required
- Ability to understand, interpret and apply PCCA policies, SEAPORT values, state/federal laws
ESSENTIAL PHYSICAL JOB FUNCTIONS
- Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
- Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
- Communicating verbally, in writing and over devices such as phones and mobile phones
- Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
