The Port of Harlingen Authority is a public port authority under the laws of the State of Texas. The Port is managed by a staff of professional employees, who report to the Port Director and who in turn reports to the Board of Port Commissioners.  The Port facilitates trade of bulk and liquid cargo in Texas, Louisiana and Mexico with access to the Gulf Intracoastal Waterway.  The Port handles mostly agricultural products and fertilizer; however, diesel fuel has also become a very good opportunity for the Port.

Position Overview

Reporting to the Port Director, the Director of Business Development and Marketing supports the expansion of business at the Port and provides regular public and media data to develop, maintain and promote the image of the Port.

Duties and Responsibilities

The DBDM generates and maintains data necessary to identify business opportunities and maintains a formal database of structured information that the Port Director can utilize in making business development decisions and targeting potential customers for the Port. The database contains information on various business sectors appropriate for the Port as well as a customer and potential customer database with contact information and activity.  The database is maintained and updated by the BDA. The DBDM also generates public information for review, distribution and follow-up.

Detailed Duties

  • Develop customer databases
  • Maintains customer contact information
  • Support development of business proposals
  • Develop business targets
  • Markets and promotes the image and services of the port
  • Supports customer relationships
  • Coordinates public and media relations
  • Updates and maintains Port’s website and social media
  • Supervises IT management, systems and contractors
  • Performs other duties, as required


The preferred candidate will have a knowledge of information management and systems, data collection requirements, computer systems and technologies, marketing systems and management, press information and ability to write press releases, board and public agency management.

The candidate must have the ability to perform a broad range of duties, plan, organize and direct activities, have good communication skills-both written and oral and be able to work cooperatively with others and supervise staff and contractors as required.

Additional Requirements

The selected individual must be able to complete a federal background check, possess a valid driver license and have a good driving record. The individual must also be willing to receive 8 hours of professional training every year.  The position may require the performance of other essential and marginal functions as directed.

Education and Experience:

A bachelor’s degree in political science, marketing or business, and at least 3 years in public relations and/or business development or equivalent.  Professional port certification in management preferred.

Compensation and Benefits

Compensation is commensurate with experience.  The Authority offers a complete benefit package including health insurance and pension.
