This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM23Q0028 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 238990 with a small business size standard of $19M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02.
Description of Requirement: The Contractor shall provide (1) Truck-Mounted Crane, with an Operator for (2) separate deployments to help facilitate maintenance and repairs for the Dredges Merritt & Murden, while they are dockside at the ERY. The first deployment for the Dredge Merritt shall be for up to 8 days, and the second deployment for the Dredge Murden shall be for up to 6 days. No Critical Lift Plan (CLP) is required for any of the required lifts. The Contractor may leave the Crane and any other equipment and supplies on-site during the accomplishment of both deployments (if needed/preferred).
All crane operations shall be in accordance with the U.S. Army Corps of Engineers Safety Manual, EM 385-1-1. The Prime Contractor must have a PROFESSIONAL CRANE CERTIFICATION through one of the Nationally recognized Crane Operator Certification organizations, such as the National Commission for the Certification of Crane Operators (NCCCO), National Center for Construction Education and Research (NCCER), or the Operating Engineers Certification Program (OECP).
Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 52.212-2.
Each offeror must submit a Price and Technical Quote via email to Terri M. Adams at terri.m.adams@usace.army.mil and Rosalind M. Shoemaker at Rosalind.M.Shoemaker@usace.army.mil. No hard paper copies will be accepted or evaluated. The Price and Technical Quote must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the timestamp the emailed quotes are received by the Government. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process.
