SUMMARY:2023 Port Grants Economics Roundtable Seminar
DESCRIPTION:Purpose of the Meeting  \nOver the past few years\, many ports in the region have discussed they are confused about the use of  benefit-cost analysis for various grant programs. After seeing several of the NOAA Economic courses and  reviewing both the MARAD Port Toolkit\, the DOT Benefit-Cost Analysis\, various NOFOwebinars\, etc.\, and  USACE Planning Materials\, there seems to be a need for an integrated program that discusses the nexus  among these agencies to assist in port/waterfront development.   \nDate  \n\nThe meeting will be held Tuesday\, December 12\, and Wednesday\, December 13.  \nVisits to the 5 lower Mississippi Ports may be arranged direct with them directly either on  Monday\, December 11 or Thursday\, December 14.  \n\nLocation and Logistics  \n\nThe seminar will be held at the Port of South Louisiana’s new headquarters. (Port of South Louisiana (portsl.com) There is plenty of space\, with an excellent view of the river. \nLodging will be on your own. While there are some hotels in LaPlace and by the New Orleans  Airport\, people will be responsible for travel to and from the conference.  \n\nRegistration Costs  \n\nThere will be no cost to register for the Seminar\, but space will be limited to 75 participants.  \nAt this point\, MARAD is not providing any financial support for travel\, registration\, etc.\, beyond  staff travel time\, etc. \n\nAttendance  \n\nLimiting the seminar to 75 participants at this time. We will review this once we have a good  working count\, including speakers\, observers\, etc.  \nInvitations going out to PAL (Ports Association of Louisiana)\, GPA (Gulf Ports Association)\, and all  MARAD/DOT/USACE/NOAA contacts as needed.\n\nPorts Economic Roundtable Seminar – v.November 13\, 2023 Page 1 of 3  \nAgenda  \nMONDAY\, DECEMBER 11\, 2023: Travel day and optional tour of Port of Greater Baton Rouge Container  on Barge Facilities (tour leaving Port of South Louisiana at 12:00 PM).   \nTUESDAY\, DECEMBER 12\, 2023: Starting at 8:30 AM\, Full day.  \n\n\n\nPort of South Louisiana HQ Conference Room (3rd Floor)  \n1720 LA Highway 44 | Reserve\, Louisiana 70084\n\n\nTime \nTopic \nSpeaker \nSession Goal \nLocation/Food\n\n\n8:30 – 9:00\nRegistration\nHQ  \nCoffee/food  \nPosters/handouts\n\n\n9:00 – 9:10 \nWelcome \n– Paul Matthews \nOutline how to discuss  Grants and why economic  evaluation is critical to an  application.\nHQ\n\n\n9:10 – 10:00 \nGrants Overview \n– Molly Bourgoyne – Jeff Flumignan\nGrants overview \nHQ\n\n\n10:00 – 12:00 \nNOAA Guide to   \nEconomic Evaluation  (breaks will be built  in)\n– Kate Quigley  \n– Travis Grout  \n– Polina Dineva\nOutline how different  economic tools can be  used to evaluate different  outcomes \nHQ  \n*breaks built in\n\n\n12:00 – 1:00 \nLunch Keynote:  \nMARAD Executive  Leader (pending)\nDiscuss the history of the program\, use of CBA\,  challenges from an operational perspective\, and  project review.\nGuesthouse  \nLunch\n\n\n1:00 – 2:15 \nDOT-MARAD Grant  Programs and CBA\n– Darren Timothy – Ryan Endorf  \n– Bruce Lambert\nGrant programs for ports  at DOT \nHQ\n\n\n2:15 – 2:30 \nBreak \nHQ  \nBeverage/snack\n\n\n2:30 – 4:00 \nUSACE Inland   \nNavigation Benefits  to the Nation\n– PJ Donovan  \n(Center of Expertise)\nUSACE inland navigation  economic planning update  process\nHQ\n\n\n4:00 – 5:00 \nTownhall   \nDiscussion:   \nCommonality of   \nAgency Grant   \nApplications\nMolly Bourgoyne  (facilitator)  \nPanel of Presenters – Bruce Lambert  \n– Drew Heaphy  \n– Shawn Komlos\nBreak down of agency  grants by type of facility\,  need\, etc.  \nGet feedback.   \nFind gaps. \nHQ  \nNotes Taken (PC)\n\n\n\n  \nPorts Economic Roundtable Seminar – v.November 13\, 2023 Page 2 of 3  \nWEDNESDAY\, DECEMBER 13\, 2023: Starting at 8:30 AM\, Full day.   \n\n\n\nPort of South Louisiana HQ Conference Room (3rd Floor)  \n1720 LA Highway 44 | Reserve\, Louisiana 70084\n\n\nTime \nTopic \nSpeaker \nSession Goal \nLocation/Food\n\n\n8:30 – 9:00 \nRegistration \nHQ  \nCoffee/food  \nPosters/handouts\n\n\nCommonality of  Grant Agency   \nGrants\n– Molly Bourgoyne – Bruce Lambert\nOverview of yesterday’s  findings\n\n\n9:00 – 10:00 \nWaterborn   \nCommerce Statistics  Center:   \nPort-Centric   \nResource Tutorial\n– Amy Tujague \nUSACE datasets and their  availability  \nHow to collect the data \nHQ\n\n\n10:00 – 10:15 \nBreak \nHQ  \nCoffee\n\n\n10:15 – 12:15 \nCargo & Navigation  Forecast & Benefit:  Cost Analysis \n– Ryan Endorf   \n– Darren Timothy  – PJ Donovan  \n– Shawn Komlos\nTown Hall (Panel)  \nVessel draft and benefits of  vessel  \nOperations/navigation  \nInteractive discourse on  forecasts & business case\nHQ\n\n\n12:30 – 1:30 \nLunch Keynote:  \nDr. Stephen Barnes \nEconomist for Louisiana Port Priority Program \nGuesthouse\n\n\n“Case Studies”– What’s hot\, buzz words that make descriptions pop.
