DUTIES AND RESPONSIBILITIES OF PAL EXECUTIVE DIRECTOR MANAGER

The position of Executive Director of the Ports Association of Louisiana requires two distinct but interrelated functions:

Association Management and Governmental Relations.
The Executive Director will assume a primary role in the day-to-day operations, planning and programming, and use of association resources in these two functional areas with the assistance of an Association Manager.
It is understood that the function of the PAL Executive Director is not a full-time position.
The Executive Director, however, will devote sufficient time to the duties and responsibilities to provide quality value to the Association for the service provided.
The Executive Director shall report to and take direction from the President of the Ports Association. In the absence of the President or upon his delegation, the Vice President, Treasurer, or Secretary may assume these responsibilities.
The Executive Director will provide an interface with other maritime organizations, government entities, elected officials, and the general public as required to share
information and ideas, pursue common goals, and develop solutions to problems as well as explore future opportunities which benefit the Ports of Louisiana.
He will advise the PAL Board of significant issues that may affect the goals of the organization and suggest, as appropriate, courses of action to address such issues.

Association Management Functions:
The Executive Director will be responsible through delegation to or assistance of the Association Manager for the day-to-day coordination necessary for PAL to function smoothly and within its budget.

This will include the following specific duties:

Plan and attend monthly Board of Directors Meetings, special committee meetings, and annual convention.
Receive correspondence and distribute information to PAL members as required.
Prepare and distribute correspondence on behalf of PAL as required.
Assist in preparation and review of financial statements and budgets.
Prepare and distribute billing for annual dues and any special assessments.
Take a leadership role in creation of a larger and more active associates membership program.
Prepare news releases and other responses to media.
Maintain association files and data.
Represent association at key functions.
Assist in preparation and distribution of news bulletins and newsletters for 1:1embership.
Assist in developing and implementing effective public relations on behalf of association.
Other general administrative functions as directed by the President.

Governmental Relations:

Work with the membership or any individual or committee designated by PAL in the development of a viable package of legislation for drafting and passage.
Visit with key legislative leaders from around the state to garner support for PAL’s legislative agenda.
Work with PAL in its relations with state departments and applicable administrative agencies.
Work with other interest groups in developing support for PAL’s needs.
Develop an effective grassroots strategy by working with membership (associate and regular) and other support groups.
Work with PAL in any other pre-session activities agreed to by both parties.

Assistant PAL in the implementation of its legislative agenda during the legislative session by:

Getting all bills drafted and introduced timely.
Getting bills scheduled for hearing.
Organizing and preparing committee testimony.
Briefing legislative authors and floor leaders prior to floor action.
Lobbying legislators prior to committee and/or floor action.
Implement grassroots effort at appropriate time.
Meeting with the Governor or his designee upon the passage of legislation favorable or unfavorable to PAL for gubernatorial action of signing or vetoing legislation.
Prepare legislative information for distribution to PAL membership.
Assist where needed in the monitoring of applicable interim committee hearings during off-session times.
Monitor administrative implementation by state departments and agencies of policies, rules and regulations that impact or are important to PAL interests.
