LNM 16-22
SECTION VII – GENERAL
This section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.
FL - GULF OF MEXICO - SANTA ROSA ISLAND - Marine Event
Continuing until approximately May 3, 2022, from 8:00 a.m., until 7:00 p.m., each day, M/V SEWEE, M/V REEF RUNNER and M/V ORACLE are conducting operations while tracking stationary as well as drifting targets within a field zone that extends from shore to 5 nautical miles offshore Santa Rosa Island and 2 nautical miles wide. Targets range from surface floating to stationary on the bottom. There are lighted surface markers, white with blue stripe, that mark the perimeter of the fields. Furthestmost southwest white corner buoy of the target field approximate position 30-18-59.9N 086-48-17.9W. Furthestmost southeast of target field corner buoy approximate position 30-19-01.3N 086-48-59.2W. On-scene vessels will monitor VHF-FM Channel 16, for passing instructions. Mariners are requested to keep a 2 mile closest point of approach.
FL - ST ANDREW BAY – Wreck
A partially submerged F/V has been reported in the vicinity of ST Andrews Bay, Panama City, FL., in approximate position 30-09-47.3N 085-4209.9W. The F/V is reportedly not marked. Mariners are urged to avoid this area.
FL - SANTA ROSA SOUND - LAFITTE COVE CHANNEL - LITTLE SABINE BAY - Dredge Operation – UPDATE
Continuing until approximately April 30, 2022, dredging operations are being conducted in approximate position 30-19-44.28N 087-10-00.00W, from 7:00 a.m., until 5:00 p.m., Monday through Friday. Dredge materials will be placed northeast of Little Sabine Bay, at approximate position 30-2019.86N 087-08-50.40W. Vessels needing to navigate in the channel should contact the Dredge GULF MARINE via VHF-FM Channel 16 or at (850) 313-5398. Mariners are requested to transit the area with caution.
LA - GULF OF MEXICO - Beach Nourishment Operations – UPDATE
Attached as an enclosure to this LNM, notification from Weeks Marine, Inc., West Grand Terre Beach Nourishment Project (BA-0197) Jefferson and Plaquemines Parishes, Louisiana.
LA - GIWW - MILE 16.5, EHL - Navigation Obstructions
Three mooring dolphins in the vicinity of GIWW, Mile 16.5, EHL, cannot be located and may present navigation obstructions. Mariners are urged to exercise caution, transit the area at their slowest safe speed and in the deepest areas of the channel. Mariners can contact U.S. Coast Guard Sector New Orleans Command Center at (504) 365-2545, for additional information and to report any findings.
LA - GIWW - MILE 14.2, EHL - Navigation Obstructions
Continuing through approximately August 31, 2022, the U.S. Government Contract Hopper Dredge GLENN EDWARDS is working in Southwest Pass, from Head of Passes Mile 0.0, to approximately Mile -22.0, BHOP, and in the Mississippi River, from Head of Passes to approximately Mile 13.0, AHOP. The dredge will work 24-hours a day, 7-days a week. The dredge can be contacted on either VHF-FM Channel 16 or 67, for sailing instructions. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. LA - SOUTHWEST PASS - MISSISSIPPI RIVER - Dredge Operation
Continuing through approximately May 2, 2022, the U.S. Government Hopper Dredge WHEELER is working in Southwest Pass, from Head of Passes Mile 0.0, to approximately Mile -22.0, BHOP and in the Mississippi River, from Head of Passes to approximately Mile 13.0, AHOP. LA - LAKE PONTCHARTRAIN - Partially Submerged Vessel
A partially submerged 14-foot vessel, with a white and blue hull has been reported in the vicinity of Lake Pontchartrain, in approximate position 3004-31.2N 090-08-57.7W, on April 13, 2022. The partially submerged vessel is reportedly marked with glowsticks. Mariners are urged to avoid this area.
LA - MISSISSIPPI RIVER, MILE 94.5, AHOP TO MILE 96.0, AHOP - Security Zone
The U.S. Coast Guard will enforce a Security Zone on the LDB, of the Lower Mississippi River, between Mile 94.5, AHOP and Mile 96.0, AHOP, from 7:00 a.m., until 7:00 p.m., through April 21, 2022 and from 7:00 a.m., to noon, on April 22, 2022. The U.S. Coast Guard will enforce a Security Zone on the LDB, of the Lower Mississippi River, between Mile 94.5, AHOP and Mile 95.1, AHOP, from noon, until 8:30 p.m., on April 22, 2022 and from 10:30 a.m., until 8:30 p.m., on April 23 and 24, 2022. All vessels are prohibited from entering this Security Zone unless granted permission by the COTP New Orleans or designated representative. A U.S. Coast Guard patrol vessel will be on-scene for the duration of the Security Zone and may be contacted via VHF-FM Channel 16 or 67. LA - BAYOU GAUCHE - BAYOU DES ALLEMENDS - Dock Construction Operations
Continuing until May 6, 2022, M/V CAPTAIN NELSON is conducting dock construction operations, on the east bank of Bayou Gauche, at approximate position 29-47-05.52N 090-24-26.17W, from 6:00 a.m., until 7:00 p.m., each day. Work will be restricted to the immediate area around the existing dock. A work barge will be stationed adjacent to the dock and will be approximately 150 feet from the centerline of the bayou. M/V CAPTAIN NELSON will monitor VHF-FM Channels 08 and 13. Mariners are urged to use caution when transiting the area.
LA - OLD RIVER LOCK - Lock Conditions
Commencing approximately August 15, 2022 and continuing through approximately November 13, 2022, Old River Lock will be closed to navigation due to a U.S. Government Work Unit installing two miter gates and repairing lock chamber expansion joints, which will necessitate the continuous closure. LA - GIWW - MILE 231.4, WHL - GRAND LAKE - Bridge Repairs
Continuing until May 9, 2022, the LA 384 drawbridge across the GIWW, Mile 231.4, WHL, Grand Lake, LA., is being repaired. The drawbridge will not open to vessels, from 5:00 a.m., until 9:00 a.m. and from 3:00 p.m., until 7:00 p.m., each day. The bridge will open to vessels during emergencies.
LA - GIWW - MILE 237.5, WHL - BAYOU BLACK - Bridge Repairs
Commencing May 10, 2022 and continuing until June 13, 2022, the LA 384 drawbridge across the GIWW, Mile 237.5, WHL, Grand Lake, LA., is being repaired. The bridge will not open to vessels, from 6:00 a.m., until 8:00 a.m. and from 3:00 p.m., until 5:00 p.m., each day. The bridge will open to vessels during emergencies.
TX - GULF OF MEXICO - SABINE PASS - Dredge Operation
Commencing April 28, 2022 and continuing until approximately June 30, 2023, Weeks Marine Inc., will be mobilizing pipeline and equipment in the vicinity of Sabine Pass, Port Arthur, Jefferson County, TX. During this period tugs will be transporting equipment from our lay down yard at approximate position 29-43-52.40N 093-52-18.91W, to the offshore pipeline staging area. The staging area for pipeline and equipment will be located in the Sabine River between Sabine Pass Lighted Buoy 30 (LLNR-22555) and Sabine Pass Lighted Buoy 32 (LLNR-22560), bound by the following approximate positions:

29-42-01.83N 093-50-31.18W and
29-42-06.26N 093-50-23.44W.
Dredge pipeline will be prepared in the staging area and placed offshore of McFaddin Beach shores and submerged into the designated pipeline corridor bound by the following approximate positions:
29-34-13.55N 094-19-59.84W,
29-31-52.61N 094-18-44.27W,
29-37-19.56N 094-05-11.96W and
29-39-18.98N 094-06-45.44W.
Commencing May 21, 2022 and continuing until approximately June 1, 2023, Weeks Marine’s hydraulic Dredge R.S. WEEKS and attendant plant will be operating within the following approximate positions:
29-34-49.94N 094-16-41.33W,
29-35-40.04N 094-14-37.37W,
29-34-06.16N 094-13-36.60W and
29-33-15.29N 094-15-43.18W.
Dredged material will be transported through a combination of floating and submerged pipeline. Operations will be conducted 24-hours a day, 7days a week. Dredge, pipelines and equipment will have all required U.S. Coast Guard lighting for night operations. Dredge and tugs will monitor VHF-FM Channels 13 and 16. Mariners are urged to use extreme caution and transit the area at their slowest safe speed to create minimum wake after passing arrangements have been made.
TX - NECHES RIVER - Mile 19.5, Bridge Repair Operations
The KCS Railroad drawbridge across the Neches River, Mile 19.5, Beaumont, TX., is being repaired. The bridge will not open for vessels until 8:00 p.m., April 21, 2022, then again from:
7:00 a.m., on April 24, 2022, until 8:00 p.m., on April 25, 2022,
7:00 a.m., on April 27, 2022, until 8:00 p.m., on April 28, 2022,
7:00 a.m., on May 1, 2022, until 8 :00 p.m., on May 2, 2022,
7:00 a.m., on May 4, 2022, until 8:00 p.m., on May 5, 2022 and
7:00 a.m., on May 11, 2022, until 8:00 p.m., on May 12, 2022.
Vessels that do not need the bridge to open may pass. Mariners should contact the bridge operator for updates.
TX - NECHES RIVER - Marine Event/Fireworks Display/Safety Zone
Commencing April 29, 2022 and continuing until May 1, 2022, Special Local Regulations will be in effect on the Neches River, during the annual Port Neches RIVERFEST events that includes boat races and a fireworks display. Special Local Regulations will be enforced from 3:00 p.m., to 6:00 p.m., on April 29, 2022. Special Local Regulations will be enforced from 8:00 a.m., to 6:00 p.m., on April 30, 2022 and May 1, 2022. All vessel traffic will be allowed to transit through the area during non-enforcement times and shallow-draft traffic will also be permitted during scheduled pauses. Pauses will be broadcast on VHF-FM Channels 13 and 65A, by Vessel Traffic Service Port Arthur as they occur. In addition, a Safety Zone will be enforced around a fireworks barge located in approximate position 29-59-51N 093-56-57W, from 8:30 p.m., until 10:00 p.m., on April 30, 2022, (May 1, 2022, rain date). Mariners can contact on-scene patrol vessels on VHF-FM Channels 13 or 16 or Vessel Traffic Service Port Arthur Traffic on VHF-FM Channels 13, 16 and 65A or at (409) 719-5070, for additional information.
TX - GALVESTON HARBOR - Dredge Operation
Continuing until April 27, 2022, Dredge LEONARD FISHER is conducting dredging operations at the Texas A&M dock in Galveston Harbor, Texas, in approximate positions 29-18-46.68N 094-49-10.82W and 29-18-44.92N 094-49-03.43W. The dredge will be accompanied by Tender MARY, Tender SIDNEY B., and Tender TAMMIE B. There will be approximately 8,000 feet of floating pipe behind the dredge pumping into Pelican Island. The dredge and on-scene vessels will monitor VHF-FM Channels 03 and 13. Mariners are urged to use caution when transiting the area.
TX - CORPUS CHRISTI SHIP CHANNEL - Dredge Operation – UPDATE
Attached as an enclosure to this LNM, is Great Lakes Dredge and Dock Co. LLC., notification regarding dredging operations in the vicinity of the Corpus Christi Ship Channel, Upper Bay Reach deepening project, Corpus Christi, TX.
