Under limited supervision, performs professional administrative, supervisory, and personnel work in directing and supervising the activities of the Human Resources Department. Work involves planning, managing, and directing the Port’s program of Personnel Management including policy development, employee relations, benefits administration, legal and employment law compliance, worker’s compensation and Jones Act, training, and third-party liability claims; and serving as Risk Manager by identifying risks, determining appropriate risk financing mechanisms, selecting agents, securing quotes, and making recommendations to Administration and Council. Reports to the Director of Administration.

Requires a Bachelor’s degree from an accredited college or university in Personnel/Human Resource Management, Business, Public Administration or Human Service field and five (5) years of progressive paid professional responsible experience in public personnel administration and management division; this experience must have been at an exempt (salaried) level; at least one (1) year of this experience must have been in a supervisory capacity with responsibilities involving job analysis, organization planning, training, employee discipline, or grievance investigation; a current certification by Society for Human Resource Management (SHRM) as a Professional or Senior Professional in Human Resources (PHR or SPHR) preferred. All must be verifiable. Must have a valid current Louisiana driver’s license.
