Job Summary

Hiring Range: $42,556.00 - $54,068.00/Year D.O.Q.

This position under the general supervision of the HR Generalist assists in all facets of Human Resources including, but not limited to, talent management, benefits administration, and preparation of related documents and reports to support department initiatives.


  • Provides administrative and general support to Human Resources in a professional and confidential manner
  • Adheres to Port policies and interprets Port policies and procedures to personnel
  • Provides assistance to personnel, applicants, and associated vendors on HR related matters
  • Completes external/internal posting of job vacancies; generates and maintains all documentation relating to open positions within the Port; coordinates position openings between Port management, and others; works closely with hiring managers and HR staff throughout the hiring process
  • Conducts reference and background checks and assists with employment verifications
  • Develops, prepares, and facilitates the onboarding of new employees and conducts tours for new employees as needed
  • Assists in recording and maintaining employee information such as personal data, compensation, benefits, performance evaluations, training library and termination data
  • Assists supervisors with recruiting and hiring functions
  • Assists with job descriptions to ensure they are current
  • Facilitates candidate interview logistics and provides assistance and feedback to PCCA hiring managers
  • Assists with performance evaluation processes
  • Assists in making training resources available to department managers and employees
  • Creates and helps maintain personnel files
  • Assists with PCCA internship program
  • Prepares job posting reconciliation and submits to accounting department
  • Assists with various Human Resources programs such as blood drives, benefits open enrollment, flu shots and health screenings
  • Enters requisitions and purchases orders for the HR department using the AS400 system
  • Prepares monthly invoices and vouchers for the Accounting department
  • Orders office supplies, among other items, as necessary for the HR department
  • Establishes necessary office files, types and proofreads reports, letters and other materials and, researches information on the internet for special projects
  • Keeps department informed regarding special assignments
  • Assists with special projects related to human resources administration
  • Arranges meetings and attends related meetings when necessary
  • Serves as HR Power User in NEOGOV - LEARN to keep track of HR training provide to PCCA employees
  • Completes new hire set ups and make approved employee changes in JDE and NEOGOV systems
  • Maintains the contact information spreadsheet
  • Keeps track and process paperwork for department temporary employees
  • Creates and sends new hire welcome and exit announcements
  • Creates and maintain requisitions, job descriptions, job postings organized both in NEOGOV and the H: Drive
  • Creates announcements using Canva for employee communication
  • Assists with administrative tasks for employee events (Turkey & Ham, Holiday Party, United Way Campaign, Employee Appreciation events, Wellness Luncheons)
  • Assists with administration of End of Orientation performance evaluations
  • Serves as the point of contact for employees to provide passes to local venues as part of the benefits plan
  • Oversees and maintains HR pages on the Port’s intranet
  • Performs related duties as assigned
  • Tier 3 status designation
  • CPR certified or ability to become CPR certified within the first year of employment

The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of human resources initiatives. The successful candidate must be professional, dynamic, energetic, and a self-starter with ability to maintain confidentiality, tact, and diplomacy with solid interpersonal, collaboration, and problem-solving skills. They must possess the following:


  • High school diploma or GED equivalent
  • Valid driver’s license
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment


  • Minimum of two years of experience in the type of duties outlined above or acceptable equivalent experience
  • Previous experience with an applicant tracking system, preferred


  • Ability to maintain confidentiality, utilize mature judgment, be courteous and work efficiently, set and adjust priorities. Must learn PCCA and human resource functions
  • Ability to meet and deal with the public in a professional manner
  • Communicate effectively with staff at all levels verbally and in writing
  • Ability to prepare clear, concise reports, notes, correspondence and other written material and to review, revise and edit materials
  • Knowledge of administrative office procedures and skills


  • Proficiency of the English language
  • Effective business communication skills utilizing correct English including spelling, grammar and punctuation
  • Bilingual in Spanish preferred
  • Organizational and time management skills, with attention to detail and creativity in fulfilling job responsibilities
  • Ability to handle multiple tasks from inception to completion, handle heavy workload and work under deadlines
  • Ability to perform research, evaluate alternatives and provide recommendations
  • Ability to represent the port effectively and work professionally with PCCA management and staff
  • Proficiency in MS Office, including Word, Excel, PowerPoint, Outlook, graphic computer programs, and other related applications
  • Ability to understand, interpret and apply PCCA policies, SEAPORT values, and state/federal employment laws


  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
  • Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
  • Communicating verbally, in writing and over devices such as phones and mobile phones
  • Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
