This position will develop and manage/monitor contract administration including construction, comprehensive project controls for early identification of critical issues regarding time, cost, scope, and quality to insure the completion of construction projects on time and within budget. This position will also manage emergency repair projects, as needed. This position reports to the Senior Construction Manager and performs as part of a team.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Monitor performance of all construction projects including auditing and reconciliation of all project documentation, monthly progress of contractor, coordination of construction with multiple prime contractors.
2. Dispute resolution between construction project participants as needed.
3. Coordinate with Operations and Planning and Development staff on hand off of all projects for construction.
4. Manage Construction Administration contracts with consulting engineers.
5. Initiates and completes warranty work which may be necessary and which is required by contract.
This position does not regularly provide work leadership or full personnel management to any employees.
This position is responsible for maintaining construction budgets, including approval of contractor pay requests.

Bachelor of Science degree in Civil or Architectural Engineering, Architecture, Construction Science, Building Construction, Construction Management, or similar degree. Four-year college degree with Project or Construction Management Certification acceptable.

Ten or more years of Construction Project Management experience including portfolio management of multiple projects.
CERTIFICATES, LICENSES, REGISTRATIONS

Valid Texas driver’s license. Licensed Professional Engineer in Texas or ability to obtain licensure through reciprocity and/or Project Management/Construction Management Certificate.

Construction scheduling and budgeting/reconciliation, change order review, schedule of values/pay application review, conflict resolution, and project planning and design. Knowledge of industry software, such as MS Project or ProjectMates, is desired.

Must possess high degree of ability to plan and coordinate many efforts that are technical in nature to obtain necessary efficiency. Must have construction contract administration skills, including the ability to audit and reconcile documents, interpret construction plans and specifications, and operate industry software.

This position requires moderate physical exertion with occasional lifting requirements of up to 50 pounds. Position requires field work to inspect construction sites. Individual must be mobile to perform inspections at locations which may not be accessible by vehicle, requiring walking, climbing, crawling, bending, squatting, and stooping. Individual must be capable of recognizing safety warning systems.
Working conditions include exposure to weather and chemical hazards. Subject to considerable vehicular travel.
