Mooring Cells to be left in place at the Merchants Railroad Bridge

The mooring piles (see attached drawing for location of these piles) that were placed in the river to attach the strand jacks to life the replacement spans into place on the Merchants Railroad Bridge are now wanting to be considered as pier protection. The owner has now requested they stay in place.

 

Does RIAC have any major concerns with these mooring piles to be left in place and serve as upstream and downstream pier protection for the existing piers of the bridge?
