It seems that you have our support.  Please send me an updated BNM and I’ll share with the full IRCA group.

 

As before, as long as the contractor and bridge tender are still able to cooperate with traffic in the area to keep commerce moving even during the blockage windows, I don’t see an issue with what you’re proposing.  However, with winter weather upon us and at least one lock beginning to impose some ice restrictions, I am copying the IRCA Locking Committee here to give them an opportunity to weigh-in.

 

IRCA Locking Committee members, please “reply all” with any thoughts or recommendations.  If needed, I don’t mind setting up a quick call.

For the ongoing sheerfence repair work (which has been weather dependent thus far) at the Valley City Railroad Drawbridge, the contractor has asked again for one more week of blockages beginning Monday, January 3rd for dive ops which will  be done both in the morning and afternoon.  Time frames of blockages will be 7 a.m. to 10:30 a.m. and then 12:30 p.m. to 4 p.m.

 

Even though he has asked for one week, I’m asking for consideration of the next two weeks, since bad weather is again forecasted for this Thursday.

 

As mentioned before, the contractor has been able to work with the bridge tender and the barge traffic to allow the majority of barges to pass by during work in the channel (during the blockage windows), and they are willing to continue this if they are able to get another channel blockage window for next week.
