SECTION I - SPECIAL NOTICES
This section contains information of special concern to the Mariner. 

OREGON – IDAHO – GPS testing

US Strategic Command has proposed GPS testing encompassing a large portion of eastern Oregon and southwestern Idaho, during the first

week of February. The center point of the test will be near Mountain Home AFB, Idaho, at position 42-44-46.6 N, 115-37-02.1 W, with a radius of

194 NM. The GPS navigation signal may be unreliable due to testing on GPS frequencies used by shipboard navigation and handheld systems.

Systems that rely on GPS, such as e-911, AIS and DSC, may be affected. The testing frequencies will be GPS L1 and L2. Testing dates and times are as listed below, using Universal Time Coordinated (UTC) or Zulu time:

SECTION VII - GENERAL
This section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas. 

ARIZONA/CALIFORNIA-COLORADO RIVER-BRIDGE

PARKER RAILROAD BRIDGE- All navigation lights on the bridge are extinguished. Estimated time of repair, 07 January, 2022. For further information contact the Coast Guard Bridge Office at 510-437-3514.

NORTHERN CALIFORNIA-CORTE MADERA CREEK-BRIDGE

U.S. 101 HIGHWAY BRIDGE-A pedestrian bridge is under construction on the east side of the highway bridge. Work will take place Monday through Friday 0700-1700, and if needed Sunday night to Thursday night 2300-0600 and Friday night through Saturday night 2300-0800 through 30 January, 2022. Temporary platforms have been erected at each bent of the bridge, reducing horizontal clearance of each span by 14 ft and vertical clearance by 9 ft beneath the platforms. The upstream and downstream lower outboard corners of the temporary platform, in the main navigation span, will be lighted at night with fixed red lights (see TempPlatform_CorteMaderaCreek.pdf at the end of this notice for location of lights). No inwater equipment is anticipated at this time. For conditions at the bridge mariners can contact the contractor at 408-605-2892 or Caltrans at 510- 867-6033. NORTHERN CALIFORNIA-SAN FRANCISCO BAY-BRIDGE

WESTERN SPAN-SAN FRANCISCO/OAKLAND BAY BRIDGE-The pier protection on piers "B", "C", "D", and "E" have degraded. Emergency repairs to the bridge's pier protection system is anticipated to commence in February or March, 2022. Mariners are requested to transit the west span with caution. NORTHERN CALIFORNIA-SAN RAFAEL CREEK-BRIDGE

IRWIN ST/HWY 101 OFF RAMP BRIDGE- As part of the bridge replacement project, Caltrans has installed a containment system around the existing bridge through 30 January, 2022. Mariners are requested to transit the area with caution. For more details or comments, contact the Coast Guard Bridge Office at 510-437-3461.

SOUTHERN CALIFORNIA-HUNTINGTON BEACH-DIVE OPERATIONS

Aqueos Corporation will be conducting off shore diving operations in the vicinity of Huntington Beach at 33-40-58N 118-03-43W until 06 January, 2022. M/V SURVEYOR will be monitoring VHF-FM Chan. 16. SOUTHERN CALIFORNIA-OFFSHORE CALIFORNIA-HAZARDOUS OPERATIONS

Virgin Orbit will be launching a two stage rocket from offshore Channel Islands, CA, on 12 January, 2022. Due to the potential for falling debris the Coast Guard is issuing an advisory encompassing all navigable waters from the surface to the seafloor within the following coordinates:

Launch is scheduled to commence 2:00pm until 5:00pm on 12 January, 2022. Alternate launch dates due to weather are from 2:00pm until 5:15pm on 13 January, 2022 and 14 January, 2022. Advisory of the zone will be advertised via Broadcast Notice to Mariners. Mariners are requested to transit the area with caution. SOUTHERN CALIFORNIA-SAN DEIGO BAY-MARINE EVENT

The New Year’s Day Regatta will take place on 01 January, 2022, from 11:00am until 4:00pm. The event will consist of 85 Sailboats participating in San Diego Bay, San Diego, CA. The regatta will start near Harbor Island, proceeds west, and finishes at Shelter Island. Mariners are requested to transit the area with caution.
