SECTION I - SPECIAL NOTICES
This section contains information of special concern to the Marine
WASHINGTON – PUGET SOUND – SEATTLE TO BREMERTON – DUWAMISH WATERWAY – Bridge emergency deviation
The Coast Guard has approved an emergency temporary deviation from the operating regulations of the 1st Ave South Highway Bridge (LLNR 16887), AKA SR-99 Bridge, across the Duwamish Waterway, mile 2.5, Seattle, WA. The subject bridge sustained damage from a roadway accident, and the draw span is limited to opening when sustained winds are less than 10 knots. The bridge operator may exercise good judgement to delay or not open the draw for a reasonable time only when sustained winds exceed 10 knots. The bridge operator may delay the opening of the draw for a reasonable time while waiting for sustained winds to be less than 10 knots, but shall inform mariners for the reason of delayed openings. Mariners shall contact the bridge operator prior to entering the Duwamish Waterway to request an opening, if the bridge cannot open due to wind velocity, the bridge operator shall record the vessel(s) name and contact them every thirty minutes with a draw status. The reasonable delay to open due to damages applies to all vessels requesting an opening including vessels of 5000 gross tons and over, a vessel towing a vessel of 5000 gross tons and over, and a vessel proceeding to pick up for towing a vessel of 5000 gross tons and over. During this closure, the draw of the subject bridge may also delay opening the draw to marine vessels engaged in emergency operations. Estimated repairs to the bridge are expected to be completed by 15 Mar 2022.
WASHINGTON – PUGET SOUND – HOOD CANAL – Bridge Notice
WSDOT will be inspecting the Hood Canal Highway Bridge (LLNR 17769) that spans Hood Canal near Port Gamble, WA. The inspection will take place between 0900 and 1500 on 09 – 10 May 2022. The bridge will be inspected using an under-bridge inspection truck (UBIT) that occupies a portion of the roadway and extends a boom under the bridge. There is no fixed impact to navigational clearance from this operation (~10 ft. reduction to clearance while bucket is under the bridge, however the UBIT will promptly give way to tall marine vessels). Mariners are advised to use caution while transiting the area. UBIT bucket will have a flashing amber light on the bottom and a safety lookout will be on the bridge. WASHINGTON – STRAIT OF JUAN DE FUCA TO STRAIT OF GEORGIA – FRIDAY HARBOR – Sewer outfall installation (Revised from 39/21)
Redside Construction will be replacing the sewer outfall pipe for the town of Friday Harbor on 22 – 25 Feb 2022. This project was scheduled to be completed in December but ran into delays. The 2000-foot long, 18-inch HDPE outfall pipe will be towed from the southern end of Friday Harbor, inside Brown Island, to the north end of the harbor and will be connected to the south breakwater. The spud barge Whitehorse, work boat Pixie, and tug Elsie M will be onscene monitoring VHF-FM channel 16 and all work barges will display white lights on all four corners unless underway. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made.
