OREGON – WASHINGTON – CAPE BLANCO TO DESTRUCTION ISLAND – Off Shore research buoy servicing

Oregon State University’s R/V Sikuliaq will be servicing the following research buoys and science stations from 21 Mar – 06 Apr 2022:

OSU Waldport Offshore Research Lighted Buoy (LLNR 651):  44-22-15.000 N, 124-56-52.500 W

Lincoln City Offshore Science Station:  44-32-17.228 N; 125-29-02.760 W

OSU Newport Shelf Research Lighted Buoy (LLNR 651.5):  44-38-20.040 N, 124-18-13.680 W

OSU Nye Beach Research Lighted Buoy (LLNR 653):  44-39-30.168 N, 124-05-44.592 W  OSU Grays Canyon Research Lighted Buoy (LLNR 727):  46-51-06.001 N, 124-58-00.012 W

OSU Copalis Head Research Lighted Buoy (LLNR 730):  47-07-59.988 N, 124-16-17.760 W R/V Sikuliaq (call sign WDG7520) will be monitoring VHF-FM channels 16 and 13. WASHINGTON – PUGET SOUND – HOOD CANAL – Naval Test and Evaluation Barge operations (Revised from LNM 09/22)

The Naval Surface Warfare Center Detachment Puget Sound, located at SUBASE Bangor, will be working with Western Towboat to operate the Research, Development, Test and Evaluation Barge M241 in the waters of Hood Canal. The operations are scheduled from sunrise until sunset, Monday through Friday, from 06 Mar – 06 May 2022, in the waters from east of Brown Point at 47-44-35 N,122-44-17 W,  to south of Oak Head at 47-40-19 N, 122-47-58 W, where a marker buoy will be placed in water greater than 25 fathoms in depth and greater than 100 yards from shore, and Short gaps in the schedule are expected to occur to allow for correction of technical issues. The operations will consist of low speed straight-line courses parallel to the shoreline with some stationary periods to perform deck operations.  A 28-foot tracking vessel will accompany the barge and occasionally be underway to participate in operations. WASHINGTON – LAKE WASHINGTON SHIP CANAL – Bridge notice

The Coast Guard intends to approve a temporary deviation from the operating schedule that governs the University Street Bridge (LLNR 18235), mile 4.3, and the Montlake Bridge (LLNR 18420), mile 5.2, crossing the Lake Washington Ship Canal at Seattle, WA.  The deviation will authorize the University Bridge and the Montlake Bridge to remain in closed-to-navigation position from 0800 to 0930 on 14 May 22. This deviation will support the Beat-the-Bridge run event.  Vessels which do not require a bridge opening may transit beneath the bridges during the closure period at any time. The bridge will be able to open for emergencies, and there is no alternate route for vessels to pass.  Please submit objections to this deviation to d13-smb-d13-bridges@uscg.mil by 23 Mar 22.

 

WASHINGTON – LAKE WASHINGTON SHIP CANAL – LAKE WASHINGTON – Interstate 90 Highway Bridge Anchor Cable Replacement

WSDOT will be replacing anchor cables linking the I-90 Highway Bridge (west channel) (LLNR 18389) in Lake Washington. The project will take place within a 1000ft wide strip on both the north and south sides of the I-90 floating bridge from 17 Mar to 30 Sep 2022.  Work will be carried out during 24 hour shifts typically starting Monday morning at 0600 and finishing Friday at 1800, with some occasional weekend hours.  A derrick crane, DB Alameda, will be used to winch up existing anchor cables and pay out new anchor cables.  DB Alameda will maneuvered by the tug Capt Cae, and multiple flat deck barges and working skiffs will be maneuvering within the work zone.  All vessels may be contacted on VHF-FM Channel 16.  Deep-water divers will be deployed to disconnect the old cable and reconnect the new cable at the lakebed and shallow water divers will be deployed to assist with cable handling near to and under the floating pontoons.  All barges will be lighted on the outermost corners of the individual barge.  An orange buoy will mark the anchor noting the location and used for retrieval.  Some locations on the SW corner of the work zone will require anchors attached to a pendant line for extra length and feature 2 buoys, one for the anchor and another for the pendent line.  Mooring of vessels to the bridge will have line travels slightly above and below the water between the derrick crane and the bridge.  Mariners transiting through the area shall not produce a wake or approach the barges within 500 feet.  No boat traffic is permitted between the barge and the bridge at any time during the course of the project.  For additional information, contact Andrew Schaal  (0600-1800) at Andrew.Schaal@kiewit.com and (541) 969-0559; or Evan Spading (1800-0600) at Evan.spading@kiewit.com and (808) 342-3561.

 

WASHINGTON – GPS testing

US Strategic Command has proposed GPS testing encompassing a portion of Central Washington. The center point of the test will be near Kittitas, WA, at position 46-53-04.7 N, 120-01-10.8W with a radius of 20 NM. The GPS navigation signal may be unreliable due to testing on GPS frequencies used by shipboard navigation and handheld systems. Systems that rely on GPS, such as e-911, AIS and DSC, may be affected. The testing frequency will be GPS L1/L2.  The testing period will start at 1000 on 15 Jun 22 and run through 0800 on 22 Jun 22, with no testing from 0800 – 1000 daily (PST.)  For additional information or to express concerns, contact the Coast Guard Navigation Center at (703) 313-5900 or at https://www.navcen.uscg.gov/?pageName=dgpsSiteInfo&currentOutages.

 

SOUTHERN CALIFORNIA-SAN DIEGO BAY-MINIMIZE WAKE

The Navy Port Operations Manager requests that vessels slow to 7 kts when a vessel is moored in restricted area (33 CFR 334.865) located on the northeast side of North Island at 32-42-57N 117-11-22W, between San Diego Channel Lighted Buoy 20 (LLNR 1710) and San Diego Channel Lighted Buoy 22 (LLNR 1830). SECTION VI - PROPOSED CHANGES

Periodically, the Coast Guard evaluates its system of aids to navigation to determine whether the conditions for which the aids to navigation were established have changed.  When changes occur, the feasibility of improving, relocating, replacing, or discontinuing aids are considered.  This section contains notice(s) of non-approved, proposed projects open for comment.  SPECIAL NOTE: Mariners are requested to respond in writing to the District office unless otherwise noted (see banner page for address).

 

COLUMBIA RIVER – VANCOUVER TO BONNEVILLE – Disestablishment of Washougal Upper and Reed Island Range Lights

Due to shoaling extending north into Gary Island Channel and south into the Reed Island Channel to the south of Reed Island, Washougal Upper Range Front and Rear Lights (LLNRs 11550 and 11555) and Reed Island Range Front and Rear Lights (LLNRs 11570 and 11575) no longer mark safe water for commercial maritime traffic and may be misleading. The US Coast Guard is proposing to mark the shoaling off Gary Island and Chatham Island with lighted floating aids to navigation, and securing the range lights. Reed Island Reach Lighted Buoy 61 (LLNR 11580) will remain to mark the encroaching shoal off Reed Island.

Mariners are encouraged to share comments on the performance and operation of these lights as aids to navigation. All comments should be sent to the email address D13-SMB-D13-LNM@uscg.mil. Any discrepancy for Aids to Navigation should continue to be reported to US Coast Guard Sector Columbia River.

NORTHERN CALIFORNIA-DELTA & RIVERS-SACRAMENTO RIVER-BRIDGE

PAINTERSVILLE BRIDGE- The downriver southeast red bascule span light is extinguished. For more details or comments contact the Coast Guard Bridge Office at 510-437-3514.

 

NORTHERN CALIFORNIA-DELTA & RIVERS-SACRAMENTO RIVER-BRIDGE

TOWER DRAWBRIDGE- The drawspan will be secured in the closed-to-navigation position from 5:00am to 11:30am on 03 April, 2022 to allow community participation in the Annual Credit Union Sactown race. In the event of an emergency, the drawspan can be opened with one hour advance notice. The bridge provides 30’ vertical clearance above mean high water when closed. Vessels that can transit the bridge in the closed position may continue to do so at any time. For more details or comments contact the Coast Guard Project Manager at (510) 437-3515.

NORTHERN CALIFORNIA-MONTEREY BAY-BUOY DEPLOYMENT

The Monterey Bay Aquarium Research Institute (MBARI) has deployed one research buoy until 21 Mar 2022. The buoy will be located off Moss Landing at 36-48-09N 121-50-03W in approximately 60m of water. The buoy consists of a Danforth style anchor from the seafloor to surface and an acoustic transponder 10m above the seafloor. The buoy is round, orange, 18 inch vinyl fender and is fitted with a satellite tracking device to transmit its location back to MBARI. Mariners are requested to transit the area with caution. SOUTHERN CALIFORNIA-OCEANSIDE HARBOR-MARINE EVENT

The Oceanside and Santa Margarita Yacht Clubs will be sponsoring the Joint Opening Day Yacht Parade on Sunday, April 3, 2022 from 12:00pm to 1:00pm. The event will involve approximately 30 vessels parading on a course within Oceanside Harbor. Mariners are advised to use due caution when transiting near the event area. SOUTHERN CALIFORNIA-SAN DIEGO BAY-MARINE EVENT

The Cortez Racing Association (CRA) will sponsor the CRA Year End Regatta on Saturday, April 16, 2022 from 10:00am to 5:00pm. The regatta will consist of 40 sailboats starting near Harbor Island, proceeding to San Diego Bay Channel Lighted Buoy 16 (LLNR 1620), continuing to San Diego Bay Channel Lighted Buoy 28 (LLNR 1980), and finishing back at Harbor Island. SOUTHERN CALIFORNIA-SAN DIEGO BAY-NAVY ESTUARY-BRIDGE

NIMITZ PEDESTRIAN BRIDGE- All navigation lights on the bridge are extinguished. Estimated time of repair unknown. For further information contact the Coast Guard Bridge Office at 510-437-3514.

SOUTHERN CALIFORNIA-SAN DIEGO BAY-ZUNIGA POINT-SUNKEN VESSEL

The Coast Guard has received a report of a partially submerged white/green single mast sailing vessel IVO Breakers Beach at 32-40-57N 117-1321W. Mariners are requested to transit the area with caution. For more details or comments contact Coast Guard Sector San Diego at 619-2787031.

SOUTHERN CALIFORNIA-SAN DIEGO BAY-ZUNIGA POINT-SUNKEN VESSEL

The Coast Guard has received a report of a sunken vessel IVO Zuniga Shoal at 32-40-35N 117-12-10W. Mariners are requested to transit the area with caution. For more details or comments, contact Coast Guard Sector San Diego at 619-278-7031.

SOUTHERN CALIFORNIA-SAN DIEGO BAY-ZUNIGA POINT-SUNKEN VESSEL
