POSITION SUMMARY
The Organizational Development & Training Supervisor is responsible for developing and implementing processes, programs, and tools for improving organizational effectiveness and people capabilities across the Authority. The focus of this role will be to assist and lead management through the talent management process and provide guidance for program development. The role will serve as the HR liaison for management and employees to identify and assess employee development needs, determine development tactics and programs to improve individual and organizational performance, implement succession planning processes, and determine present and future talent competencies and capabilities. The position reports to the Manager, Human Resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Work with all management levels to assess and develop their direct reports.
2. Develop, monitor and actively engage in leadership education and other development programs for executive and other management personnel.
3. Provides recommendation in succession management, change management, performance management, career management and knowledge management.
4. Provides training resources to all TRA locations. Works with managers and supervisors to assess the departments' training needs, and provides support as needed.
5. Create tools and provide framework for program development initiatives.
6. Coach and counsel management on how to motivate and develop talent, performance, organizational, and leadership matters.
7. Develop and implement Individual Development Plans that supports the strategic direction and organizational needs.
8. Conduct needs assessments to determine measures required to enhance employee job performance in order to meet job requirements.
9. Use statistical methods and applications to analyze program outcomes and evaluate the effectiveness of workplace programs.
10. Maintains awareness of new learning technologies and develops best practices by being a learner of the training industry, and incorporates new practices or technology into the development process as appropriate.
11. Coordinates Department of Labor Registered Apprenticeship Programs, formal internship programs, and the U.S. Department of Affairs on-the-job training programs.
12. Performs other related duties as assigned.
13. Directly supervises the Training and Development Specialist, Senior and the Instructional Designer for Organizational Development.
SUPERVISORY RESPONSIBILITIES
Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations for a position’s direct and indirect reports.
FINANCIAL RESPONSIBILITY
No significant financial responsibilities.
QUALIFICATIONS EDUCATION
Bachelor’s in Organizational Development and Training, Human Resources, Business Administration or a closely related field.
EXPERIENCE
Minimum of 3 - 5 years of progressive experience in organizational development, human resources, and/or a related field. Prior faciliation experience and a minimum of two years of supervisory experience will be required.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Texas driver's license required. Professional certification in Human Resources or Training and Development preferred.
KNOWLEDGE
Knowledge of project management, Learning Management Systems, and adult learning techniques/processes. Strategic knowledge of workforce planning and practical training techniques in employee and leadership development.
SKILLS AND ABILITIES
Requires the ability to interact with management and lead interactive discussions to facilitate the talent management process. Must have excellent problem-solving skills, the ability to listen and communicate effectively, empathy and leaderships capabilities. Other essential skills include project management capabilities, attention to detail, and the ability to manage multiple projects simultaneously while balancing deadlines and priorities. Strong coaching, writing and presentation skills are critical. This position will require strong interpersonal skills, verbal and written communication skills, and the ability to moderate small or large groups.
GUIDANCE RECEIVED
Follows general professional standards and methods. A range of professional standards and methods guide completion of assignments and decisions made. Position is responsible to adhere to policy and procedures and receives general supervisory direction. Position incumbents may identify and recommend changes to methods, procedures and policies and may be asked to help implement changes.
PHYSICAL DEMANDS
Requires moderate physical exertion with lifting requirements up to 10 pounds
WORKING CONDITIONS
Duties mostly carried out in an office environment. May require travel to various Authority locations throughout the state of Texas.
