POSITION: PORT ADMINISTRATOR/CHIEF FINANCIAL OFFICER

The Port of Harlingen Authority is a public port authority under the laws of the State of Texas. The Port is managed by a staff of professional employees, who report to the Port Director and who in turn reports to the Board of Port Commissioners.  The Port facilitates trade of bulk and liquid cargo in Texas, Louisiana and Mexico with access to the Gulf Intracoastal Waterway.  The Port handles mostly agricultural products and fertilizer; however, diesel fuel has also become a very good opportunity for the Port.

Position Overview

Reporting to the Port Director, the Port Administrator/CFO is responsible for the overall management of the financial assets of the Port Commission.  He/she also serves as the County’s Tax Assessor related to the authorized assessments of the Port.  The PA/CFO keeps the Port Director informed through regular reports of the financial condition of the Port. The PA/CFO also makes monthly reports to the Port Commissioners. As a member of the Port’s Senior Management Team, the position actively participates in planning, advising and supporting the Port’s mission, business objectives and development initiatives

Duties and Responsibilities

  • Manages the Port’s accounting and financial functions
  • Manages budgets and forecasts
  • Manages revenue, expense, capital resources, accounts receivable systems
  • Provides profit and loss reports
  • Recommends tariff pricing and provisions
  • Calculates and prepares the annual tax assessments for the Port
  • Manages financial planning and policies
  • Supervises general accounting
  • Manages grant and project accounting
  • Prepares and distributes regular financial statements
  • Manages cash flow and debt management
  • Supports regular audits
  • Oversees human resource requirements
  • Manages records and risk management
  • Perform other duties, as required

Qualifications

The preferred candidate will have a knowledge of public agency financial procedures including governmental accounting processes, investment fund management and systems, human resource requirements, computer systems and technologies, purchasing systems  and materials management, inventory and property control, board and public agency management.

The candidate must have the ability to perform a broad range of duties, plan, organize and direct activities, have good communication skills-both written and oral and be able to work cooperatively with others and supervise staff and contractors as required.

Additional Requirements

The selected individual must be able to complete a federal background check, possess a valid driver license and have a good driving record. The individual must also be willing to receive 16 hours of professional training every year.  The position may require the performance of other essential and marginal functions as directed.

Education and Experience:

A bachelor’s degree in business or finance, or equivalent experience, and at least 3 years in financial management.  Professional certification as a Certified Public Accountant.  A professional port certification in management or executive management and/or master degree in finance is desirable.

Compensation is commensurate with experience.  The Authority offers a complete benefit package including health insurance and pension.
