RFQ: Rail Consultant-America’s Central Port

In effort to respond to the various shifts within the nation’s supply chain, the Port is pursuing growth opportunities within the rail sector. This includes opportunities along the line of large-scale intermodal projects with a variety of Class 1 railroads. The selected team will be responsible for
delivering, at a minimum:

• Commitment letters from one or more railroads for the project.
• Develop a plan with measurable milestones on how to progress the project forward.
• High-level cost estimate for the project.
• Basis of design components needed for the project.

Project and Selection Overview:

The Port is seeking proposals in order to select a top-ranked Team that has extensive experience within the rail industry and with large intermodal projects. Accordingly, the Port will be seeking Teams with the following skillsets:

• Extensive and long-term experience and/or relationships with multiple Class 1 railroads.
• Experience with rail operations both in a macro level of the industry and a micro level of intermodal yard operations.
• Experience with economic development within the rail industry.
• Experience with large-scale (“Mega”) rail intermodal projects
• Experience with implementation of innovative solutions for rail yard management and operations

Offeror shall provide, at a minimum, the following with their Statement of Qualifications, DUE Tuesday, March 7, 2023 @ 10:00am local time.

a. Introduction of the company/team: Provide a background of the company or team that is being proposed to assist on this project. Include all relevant information on knowledge and experience within the railroad industry (particularly within intermodal systems). b. Organizational Chart: summary of how each proposed team member is structured and how authority/responsibilities will be divided.
c. Resumes: summary of all proposed team members and their respective professional experiences, credentials and availability of key personnel. Emphasis of selection will be placed on experience and expertise each team member has which is relatable to this particular project goals.
d. References: details of all Previous Experience with a minimum of five (5) projects of similar scope that exemplify design services related to this project’s general scope (including reference contact information for each project):
i. Extensive and long-term experience and/or relationships with multiple Class 1 railroads.
ii. Experience with rail operations both in a macro level of the industry and a micro level of intermodal yard operations.
iii. Experience with economic development within the rail industry.
iv. Experience with large-scale (“Mega”) rail intermodal projects
v. Experience with implementation of innovative solutions for rail yard management and operations
