RIAC - Lock 13 Adjusted closure

As mentioned on today’s RIAC call – USACE has requested to close Lock 13 early – closing now this Monday, Dec-12.

Lock 12 is scheduled to close on Tuesday, Dec-13.

If this is going to be an issue for anyone, please let me know ASAP.
